Abstract: This paper will be published in two parts. The first part is about the test implementation and management. The classification and objectives of the finalizing test for military products are discussed, focusing on the ground finalizing tests for primary elements of the military aircraft products. The significance of the laboratory environmental qualification tests is explored. The implementation and management of laboratory environmental qualification tests involve a large number of influencing factors, e.g., the test items required, test types destructive to products, the sequence of test procedures sensitive to the test results, large test sample size needed, and so on. Moreover, the problems in the implementation of the environmental qualification tests are pointed out, which concerns the qualification of test laboratories, the use and management of test facilities, the quality control of test programs and test reports, and some advice for improvement is given.
